There are many reasons for a computer not being able to connect to the Internet via a dialup modem.   This troubleshooter should allow you to either solve your problem, or at least rule out the most common causes.

I can usually connect, but not now
I can't connect, and I've already tried a cold reboot (Powered off your computer for several seconds and then restarted).
I can connect, but not transfer data ("server" or "page cannot be displayed" error).
